The yacht industry is discussing the requirements for music use on boats in light of new legal regulations.;

Mutlugil explained the new regulations that will come into effect in 2025, stating that unauthorized music broadcasts on boats will now face serious penalties, and outlined the new process for the industry.
“Starting in 2025: Official License Required for Music Broadcasting’
“Burcu Mutlugil states, ”In order to broadcast music on boats, a Music Broadcast Permit Certificate must be obtained from the provincial directorates of the Ministry of Environment, Urbanization, and Climate Change," emphasizing that this certificate is of great importance not only for entertainment but also for environmental sustainability.
“The Permission Process Isn't Just About Filling Out a Form”
Mutlugil reminds boat owners seeking permission that they must complete certain technical and legal documents, noting that the process is more complicated than one might think.
“Permits cannot be obtained without submitting documents such as an acoustic report, tax certificate, workplace license or tourism business certificate, signature circular, and photocopy of identity documents,” he says.
“Tuition Fee Set at 10,437 TL for 2025’
Mutlugil also shared the amount to be paid during the application process, stating, “According to information published on the official website of the Ministry of Environment, Urbanization, and Climate Change, the fee for 2025 has been announced as 10,437 TL.”.
“Music Broadcasts Are Strictly Prohibited in Turtle Areas”
Mutlugil also points out that the bans are not solely due to a lack of permits, drawing attention to the issue of environmental protection:
“Between May 15 and September 15, from 8:00 PM to 8:00 AM, playing music in sea turtle nesting areas is completely prohibited. The absolute silence rule applies in these areas, which are designated on MUÇEV maps,” he says, adding that inspections have been increased.
“Failure to Comply with Prohibitions Will Result in Severe Penalties”
Mutlugil also clearly states the penalties that will be applied to unauthorized or prohibited music broadcasts during the new period:
“Vessels that violate this regulation will face administrative fines ranging from 500,000 TL to 3,000,000 TL. The Coast Guard will actively monitor compliance.”
“Copyright Notice: Unauthorized Music Use May Result in Penalties”
“Copyright is just as important as environmental regulations,” says Mutlugil, emphasizing that music broadcasts on boats must comply not only with environmental permits but also with copyright laws:
“Pursuant to Law No. 5846 on Intellectual and Artistic Works, it is mandatory to enter into a licensing agreement with professional associations such as MESAM, MSG, and MSK for the commercial use of music on vessels. Otherwise, monetary compensation, suspension of broadcasts, and administrative penalties may be imposed.”
“It was a call for awareness on behalf of the sector.”
At the end of his presentation, Mutlugil addressed yacht owners, brokers, and charter managers in particular, stating, “These issues are often overlooked, yet they pose serious risks from both an environmental law and intellectual property perspective. My goal is to raise strong awareness within the industry about this matter.”
